Vehicle Stop Leads to Marijuana Bust

    • Possession of Marijuana with an Aggravated Factor (69.4 grams)

  • Tywanda M. Simmons, 25, Black female, of the 2200 block of North Jefferson Street, Wilmington, Delaware
    • Possession with the Intent to Deliver a Controlled Substance (Marijuana, 10 grams)
    • Offensive Touching on a Law Enforcement Officer
    • Resisting Arrest


Police arrested Ronald E. J. Archie and Tywanda M. Simmons for possessing an illegal controlled substance following a vehicle stop.

Tuesday evening at approximately 10:56 p.m., Corporal Patrick Bartolo and Officer Antonio Tiberi were patrolling in the 2200 block of North Lamotte Street when they observed a silver colored Honda Accord fail to use its turn signal. During the vehicle stop officers detected a strong odor of marijuana coming from inside of the vehicle. The officers requested Archie’s license and vehicle information. Officers noticed that Archie appeared to be nervous as his hands were visibly shaking.

An investigation revealed that Archie’s license was suspended and he had an outstanding warrant for his arrest. Archie was removed from the vehicle and taken into custody without incident. Simmons, who accompanied Archie, also appeared to be nervous as her breathing elevated and her hands were shaking. Simmons was removed from the vehicle and detained for further investigation. During this time Simmons became physically combative with the officers refusing to comply with their orders.

Both Archie and Simmons were transported to the Public Safety Building for processing. Upon arrival, assisting officer, Corporal Kennita Champion, checked Simmons for contraband. Corporal Champion located four bags of marijuana underneath Simmons’s wig and one bag of marijuana in Simmons’s crotch area.

The officers executed a Justice of the Peace Court 20 search warrant on the vehicle and located a total of 49.8 grams of marijuana, drug paraphernalia, and $255.00 in suspected drug money.

Ronald E. J. Archie, who is a convicted drug offender, was released after posting a $500.00 unsecured bond. Tywanda M. Simmons was committed to Baylor Women’s Correctional Institution in lieu of an $11,000.00 cash bail.
