Mayor Dennis P. Williams has appointed Leroy A. Tice as Deputy Commissioner for the Department of Public Works.

As Deputy Commissioner, Tice will assist the Commissioner of Public Works, Cleon Cauley, in the managerial direction and oversight of the Department of Public Works, including implementation of City policies and procedures; ensuring compliance with state, regional, and federal regulations; direct the planning and execution of municipal services related to streets, sewers, traffic, and other services; manage the acquisition and maintenance of the municipal fleet; develop programs, both short- and long-term, through the Operating and Capital Budget process; and assist in the coordination of all departmental activities with city, county, state, regional and federal agencies.

“Mr. Tice brings a unique background highlighted by his legislative and policy experience representing the State of Delaware House of Representatives,” said Commissioner Cauley.

Tice most recently served as Counsel for the State of Delaware House of Representatives. He has also served as outside counsel and former defense counsel for major companies in the chemical, retail and insurance industries.

“I am committed to changing the culture of city government and bringing in new leaders to drive this new energy,” said Mayor Williams. “Leroy Tice offers substantial operational and government experience and has demonstrated strong leadership throughout his career. I believe as a seasoned professional and city resident, Mr. Tice will be a dedicated public servant and positively impact the Department of Public Works.”

Tice begins his tenure with the City of Wilmington September 3, 2013, and replaces Siddhartha Sharma, who served as the Acting Deputy Commissioner.
