Mayor Williams Appoints Nailah Gilliam Director of the Department of Real Estate and Housing

Mayor Dennis P. Williams appoints Nailah B. Gilliam as the Director of the Department of Real Estate and Housing.
Ms. Gilliam’s appointment as Director will bring valuable experience to the department as she has served in Real Estate and Housing for 19 years. Gilliam’s expertise will streamline operations that will benefit the City of Wilmington and the region.
“I am confident in Ms. Gilliam’s leadership abilities. She has remained dedicated and committed to increasing the supply of affordable housing, improving housing markets, and improving the quality of life for citizens in the City of Wilmington,” said Mayor Williams.
While working in Real Estate and Housing Ms. Gilliam served as a Senior Program Specialist and Compliance Officer and the Director of the Program Management Division. Ms. Gilliam managed an annual federal budget of $3.5M with oversight for allocating the City’s Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Housing Opportunities for People with Aids (HOPWA). She has also been responsible for production of the City’s Five-Year Consolidated Plan, Annual Action Plan, Consolidated Annual Performance Evaluation Report and the Analysis of Impediments to Fair Housing Choice.
Ms. Gilliam provided regulatory guidance during the development of the Prestwyck Townhomes and Shipley Lofts new construction projects, as well as major renovations involving Compton and Clayton Court Apartments and the Garrett House special needs project. Most recently, her guidance has included the newly completed Lincoln Towers Apartments.
She is working on Walnut Street project currently underway, which involves construction of the 44-unit Walnut Street Apartments for low- and moderate income households, which being developed by The Michaels Organization. The completed project will include 18 single family townhomes to be constructed by Habitat for Humanity and Inter-Neighborhood Foundation within the next 2 years.

Ms. Gilliam’s appointment as Director was effective Wednesday, October 2, 2013.
