Man Arrested with Crack Cocaine after Foot Chase

Officers Matthew Rosaio and Antonio Tiberi arrested Keith Talley for possessing an illegal substance after a foot chase.
On Friday, February 15, at approximately 11:08 a.m., officers were patrolling the unit block of East 24th Street when they observed Keith Talley sitting on the front stairs of a vacant property. Officers drove around the block and when they returned Talley remained idle on the front steps. As officers approached in their patrol vehicle, Talley was observed turning his body away from the officers attempting to conceal an unknown object. Officers exited their patrol vehicle asking Talley to provide identification. Talley moved slowly as he looked up at the uniformed officers and quickly fled on foot eastbound on East 24th Street. While pursuing Talley on East 24th Street, he was observed reaching at his right pant pocket attempting to remove an unknown object. Talley led the officers southbound on North Jessup Street and eastbound on East 23rd Street. Talley was taken into custody without further incident on the 300 block of East 23rd Street.
Talley was found in possession of 2.3 grams of crack cocaine.
Talley, who is a convicted felon, was committed to Howard R. Young Correctional Institution in lieu of a $10,000.00 secured bond.
