Officer of the Year Arrests Drug Dealer Following Foot Pursuit

    • Possession with Intent to Deliver (Heroin)
    • Resisting Arrest

Summary:

Hours after receiving the 2012 Kiwanis Officer of the Year Award, Corporal Paul Ciber and his partner, Officer Justin Cannon, arrested a Riverside neighborhood drug dealer following a foot pursuit.

The officers were patrolling in the Riverside neighborhood when they observed Quentin Rykard acting suspiciously in the 2800 block of Claymont Street. The officers stopped and talked with Rykard in order to determine his business abroad. Rykard then fled from officers and attempted to discard 13 bags of heroin which were in his pocket. The officers took Rykard into custody after a foot pursuit

Rykard was arraigned and released on a $10,000 unsecured bond.
