Summary:

A three month long investigation concluded Tuesday with the execution of multiple search warrants throughout New Castle County and the arrest of four defendants including a State of Delaware Juvenile Probation and Parole Officer. During these searches investigators seized 830 bags of heroin valued at nearly $11,000, two handguns, and $1,420 in cash.

The investigation began in March, 2013, when investigators from Wilmington’s Drugs, Organized Crime, and Vice Division began conducting surveillance on two defendants believed to be distributing large quantities of Heroin throughout the State of Delaware. These defendants, Corey Clark, and Shamar Harris, were observed delivering over 1200 bags of heroin in Milford, Delaware on April 12, 2013.

Further investigation indicated that Clark delivered heroin to Eric Dizio in Hockessin on May 14, 2013. Dizio was taken into custody on that date after investigators observed him accept a delivery of heroin.

Investigators developed further evidence to search residences in Wilmington and Hockessin. These searches were conducted on May 15, 2013.

Investigators searched a residence in the 1200 block of Oak Street occupied by Shamar Harris and Danielle Williams. During the search investigators located 805 bags of heroin, drug paraphernalia, and $940 cash. Williams was taken into custody without incident; Shamar Harris has warrants on file for his arrest.

Investigators searched a residence in the 1000 block of Read Street occupied by Cory Clark. Investigators located a .380 caliber semi-automatic handgun, a .22 caliber revolver, and 25 bags of heroin. Clark was arrested shortly thereafter during traffic stop in the 2000 block of Lancaster Avenue.

Investigators then responded to a residence in the 1300 block of N. French Street occupied by Carolissa Holmes, a State of Delaware Juvenile Probation and Parole Officer. Through investigative techniques investigators discovered that Clark stored heroin and proceeds from heroin sales in Holmes’ residence. Holmes and Clark were also in frequent contact through cell phone calls and text messages and were observed driving together. Holmes was taken into custody without incident.

Carolissa Holmes was arraigned at Justice of the Peace Court 20 and released after posting a $2,000 unsecured bond.

Eric Dizio was arraigned at Justice of the Peace Court 20 and released after posting a $6,000 secured bond.

Danielle Williams was arraigned at Justice of the Peace Court 20 and released after posting a $60,500 secured bond.

Cory Clark was arraigned at Justice of the Peace Court 20 and committed to Howard R. Young Correctional Institution in lieu of $31,500 secured bond.

Warrants are on file for Shamar Harris.
