Drug Dealer Arrested Following Foot Chase

Defendant/Charges:

  • Richard Blackwell, 39, 200 block West 27th Street, Wilmington, Delaware
    • Possession with Intent to Deliver Heroin
    • Resisting Arrest
    • Possession of a Controlled Substance, Tier 3 Quantity

Summary:

An indiscreet drug dealer was arrested last evening with 191 bags of heroin after a loud altercation drew the attention of police officers.

Officers Richard Verna and Peter Irwin were on patrol in the 2600 block of North West Street when they observed Richard Blackwell loitering on a corner and yelling obscenities at another man. When the officers attempted to make contact with Blackwell he began running south on North West Street.

While running he began discarding bags of heroin that he had concealed in his pants. The officers took Blackwell into custody after a short foot chase and located additional heroin on his person.

In total officers seized 191 bags of heroin and $410 located on the defendant.

Richard Blackwell was arraigned at Justice of the Peace Court 20 and committed to Howard R. Young Correctional Institution in lieu of a $5,500 secured bond.
