Department of Finance Awarded Certificate of Achievement

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the City of Wilmington by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).
The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
The GFOA presented the Certificate of Achievement to the Director of the Department of Finance, Laura Papas. Papas has worked in the Department of Finance for 33 years.
“As Finance Director, FY12 was my first year producing a CAFR. The accounting staff led by Shaina Cooper, who was fairly new to the City, contributed a great deal along with former Senior Financial Officer, Winston Robinson,” said Papas. “The Accounting Division as a whole worked as a team to get the job done timely and accurately. To be awarded the certificate of excellence in financial reporting is the best award this department can get as it speaks to the quality of how the City’s monies are accounted for.”
The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive spirit of full disclosure to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
